II. Competition purpose
Within the scope of CHINA - ASEAN countries, we will create a new model of international education cooperation that integrates exchange learning and skill training, stimulate students' innovative consciousness, cultivate students' entrepreneurial interests and creativity, lead entrepreneurship with innovation, promote employment with entrepreneurship, enhance students' comprehensive ability and entrepreneurial literacy in the digital economy era, help cultivate talents from an international perspective, and play a leading role in cultivating skilled, innovative and entrepreneurial e-commerce talents in colleges and universities.
III. Participants
All participants should be full-time college students (vocational and undergraduate students only) from Chinese and ASEAN countries higher vocational colleges,higher education institutions. The competition advisor should be a full-time or part-time teacher from the same college or institution as the team members.
IV. Relevant documents
All participants, judges, staff, organizers of the competition shall arrive at the venue of the competition on time according to the requirements of the organizing committee, go through relevant formalities in time, get familiar with the venue and make good preparations before the contest.
Obey the instructions of the organizing committee, abide by relevant regulations, and complete relevant tasks in a timely and effective manner in accordance with unified work arrangements during the competition.
At the competition site, dress uniformly, ensure correct appearance and keep good order at the site.
V. Competition description
The competition is divided into two stages: the preliminary stage and the final stage, with a total of three modules. The preliminary stage includes two modules: short video creation and entrepreneurship plan design; and the final stage features one module: The Live broadcasting simulation. The competition contents and promotion standards are as follows:
1.Preliminary competition
(1)Module description
The preliminary competition is online. In the first stage, the teams will produce a 5 - 8 minute short video of their own choice of products with regional economic characteristics for the ASEAN target market. In the second stage,the teams will use Facebook, Tiktok and other platforms to design product promotion project, and carry out innovative, base on the participating team takes the economic characteristics of the location, take China or ASEAN countries as the target market, combine the competition goods.
(2)Scoring method
According to the works submitted by the teams, conduct evaluation in the form of judges' appraisal.

(3)Promotion method
Preliminary advancement plan. Rank according to the preliminary scores of the teams, the top 60% of the teams in the first stage will enter the second stage of the preliminary contest, and the top 30 teams in the second stage will enter the finals.
2.Finals competition
(1)Module description
Final competition content: The top 20% teams in the second stage of the preliminary contest will participate in the offline Live games, and the teams need to use Tiktok simulation competition platform to complete the Live script writing, simulated Live broadcasting and Live review according to the product information drawn on site. The duration of the competition is 3 hours.
(2)Scoring method
According to the operation scores of the teams, the evaluation is made in the form of automatic platform scoring and subjective scoring by the judges. It is divided into three modules, and the scoring weight ratio is: 30% for Live broadcast planning, 50% for Live broadcasting simulation and 20% for Live review.

(3)Promotions and rewards
The top 20% teams in the second stage of the preliminary contest will be promoted to the finals. After competition, the first prize, the second prize, the third prize and the excellent prize will be evaluated.
VI. Competition schedule
The final stage of this event lasts for 180 minutes. During registration of the competition, the participants draw the serial number of the lottery on the competition day; 30 minutes before the competition, the participants draw lots for seat numbers according to the drawn ordinal numbers to determine the seat numbers of the skills competition; during the competition, two participants form a team and divide their work by themselves; the organizer will provide participants of each team with three computers, two on and one standby.
VII. Competition environment
(1)The site environment shall be quiet and tidy. Emergency evacuation channels and medical service stations must be set up.
(2)The competition venue can accommodate multiple teams to compete at the same time, and the equipment and facilities required by the competition must be provided.
(3)The competition venue shall be closed, ensuring openness and transparency.
(4)There shall be volunteer service personnel in the stadium, and shall be security personnel to maintain the order and hygiene at the competition site.
(5)The competition venue shall be equipped with necessary equipment and facilities.
(6)One judging room, three competition venues, a participant's lounge, a competition advisor's lounge, a secret room, etc. Shall be set up near the competition venue.

VIII. Scoring criteria
(1)Number of referees. The total number of people is 7 (including 1 chief referee and 6 referees).
(2)Scoring method. This event is scored according to the 100-point system (two decimal places are reserved by rounding), and the total score = Live script writing×30%+simulated Live broadcasting×50%+Live review×20%.
(3)Result review method. The technical support party is responsible for completing the export record of the scores of each module under the supervision of the referee, and filing it on the U disk in time. The original score record of the system scoring module shall be signed by all the referees for confirmation. The marking of the manual scoring module is independently completed and signed by the referee.
Result recheck: In order to ensure the accuracy of result evaluation, the supervision team will recheck the results of all teams with total score ranking top 30% in the event; spot check and recheck the rest of the results, and the sampling coverage is no less than 15%. If any errors in results are found, inform the chief referee in writing in time, who will correct the results and sign for confirmation. If the error rate of recheck and spot check exceed 5%, the referee group will recheck all the results. After the results are entered, under the supervision of the referee, the staff will exchange positions for checking. After confirmation, the final score of the participants will be counted and ranked, and the printed results will be submitted to the chief referee for review and signature.
(4)Method of announcing the results. The results of this event are announced by results. After all the works have been judged and the score registration has been checked by the referee, the chief referee will sign on the scoring summary sheet and announce it through the bulletin board and the competition official website.

X. Safety environmental protection
(1)The venue organization and the administrator shall formulate the race safety regulations and emergency plans for safety incidents, and set up emergency evacuation routes and passages. Ensure that all vehicles and personnel entering the match point are required to enter with certificates during the competition; it is strictly forbidden to bring inflammable and explosive dangerous goods and articles that are prohibited by the competition into the venue; all the equipment and facilities on the site can be used safely.
(2)During the competition, the participants must obey the instructions of the judges and staff, operate in strict accordance with the production procedures, and use the equipment correctly.
(3)Set up a warning line on the stadium, and the stadium will be on-watch 24 hours a day; two days before the competition, the stadium will be closed completely, and non-working personnel such as participants and competition advisors who are not allowed to enter the stadium except staff. The stadium is equipped with a networked monitoring system, which can monitor the stadium for 24 hours.
(4)Before the competition, the referee shall fully understand the safety precautions of the events, and shall dispose of emergencies in time.
(5)When the participants enter the stage, the referees and staff shall enter the workplace, and it is forbidden to carry communication, camera and video recording equipment and recording equipment.
(6)Punishment measures. If there are a major security incident is caused by the teams, their award-winning qualification will be canceled. If there are hidden dangers of major security incidents in the teams, and the teams do nothing with the tips and warnings of the stadium staff, their qualifications for continuing the competition may be canceled. If the competition staff violates the rules, they shall be investigated for responsibility according to the corresponding system. If the circumstances are severe and cause major security incident, the judicial organs shall investigate the relevant legal liability.
XI. Complaints and arbitration
1. Complaints
(1)Teams can lodge complaints against equipment, tools and software that does not meet the competition requirements, unfair judgments, and violations of staff.
(2)The complaint shall be filed within 2 hours after the competition, and it will not be accepted after the time limit. When appealing, the instructor of the team shall submit a written appeal report to the referee of the event in accordance with the prescribed procedures. The report shall give a full and realistic description of the phenomenon, time of occurrence, personnel involved, basis and reasons of the complaint. Complaints with insufficient factual basis and only subjective assumptions will not be accepted. The complaint report must be signed by the contestant and the instructor who complained.
(3)After receiving the appeal report, the event referee should organize the referee team to examine according to the cause of the appeal, and notify the complainant in writing within 2 hours to inform the result of the appeal.
(4)The complainant shall not refuse to accept the result without reason, and shall not take excessive actions to make things difficult for or attack the staff, otherwise it shall be deemed as giving up the complaint. If the complainant is not satisfied with the results of the referee's handling, he may submit a written application for reconsideration to the organizing committee of the contest, and the application for reconsideration shall be sealed by the participating units.
2. Arbitration
(1)The arbitration group of the contest is responsible for accepting the appeal and reconsideration in the contest and conducting arbitration, so as to ensure the smooth progress of the contest and the fairness and justice of the contest results.
(2)The decision of the organizing committee is final, and the team shall not stop the competition or make trouble because of the complaint or dissatisfaction with the arbitration, otherwise it will be treated as waiver.
XII. Competition observation
The delegates participating in the observation must abide by the discipline of the contest and observe in an orderly manner according to the organization of the organizing committee of the contest. Keep the observation room quiet during the game. All observers are not allowed to enter the stadium to take photos, communicate and watch.
XIII. Competition instructions
1. Instructions to competition personnel
In order to ensure the safe and orderly development of the competition work, the personnel involved in the competition work should check their health status, report to the competition organizer in time once they find unwell symptoms, and see a doctor as soon as possible.
2. Instructions to teams
(1)The name of the teams shall be the full names of the specified regions or colleges. Cross-school team registration is not accepted for team competitions.
(2)Teams shall carefully read all the documents issued by the organizing committee of the competition in the future, and know exactly the schedule and judging details of the competition, so as to ensure teams participate the competition smoothly.
(3)According to the competition schedule, the teams will participate in the competition and related activities with the certificate and valid ID documents issued by the organizing committee of the competition.
(4)The teams will decide the venue and the competition order by drawing lots.
(5)For acts not specified in these rules, the jury has the right to make a ruling. In case of dispute, the ruling of the arbitration working group is final.
(6)The right to interpret the competition belongs to the organizing committee of the competition.
3. Instructions to instructors
(1)Do a good job of drawing lots before the competition, confirm the competition order, and assist the contest organizer to organize various events related to the participants of the unit.
(2)Do a good job in the business counseling, psychological counseling and ideological guidance of the participants in this unit, as for the participants and the competition process, take a peaceful and inclusive attitude, and jointly safeguard the competition order.
(3)Consciously abide by the rules of the competition, respect and support the referees' work, and never try to enter the competition site and other forbidden areas at will, to ensure a fair, just, smooth and efficient competition process.
(4)When the participants of the team have any abnormality or doubt in the course of the competition, they shall know the situation in time, make an objective judgment, and do a good job in appeasing the participants. After internal consultation, when necessary, they can report the situation to the event arbitration working group or submit a written arbitration application within the prescribed time limit.
4. Instructions to participants
(1)After participants report for duty, they will receive a certificate uniformly. The certificate is the evidence for the participants to participate in the competition. Once the participants are confirmed, they are not allowed to change at will midway, otherwise they will be punished for cheating and their competition results will be canceled.
(2)The participant shall hold valid certificates, according to the competition order, the number of events and the competition time, goes to the designated place of each assessment item 30 minutes in advance to accept the check-in, and draw lots to determine the station number and the seat number.
(3)After the check-in, the participants shall arrive at the competition site 15 minutes in advance under the guide of the staff, if the participants fail to arrive from the timing of the competition, and 15 minutes after the start of the competition, they will be disqualified.
(4)When the participants enter the competition field, they shall wear the certificates, and ensure neat dressing and meet the requirements of safety production and competition.
(5)The competition needs to be continuous. Once the timing starts, the competition cannot be stopped without reason. During the competition, the participants must strictly abide by the competition discipline and accept the supervision and warning of the referees. If there are equipment problems during the competition, the chief referee will make a ruling according to the specific situation, and record on the spot with overtime.
(6)Participants shall carefully read the operation instructions of each event, consciously abide by the discipline of the stadium, and compete according to the competition rules, events and requirements of the stadium. They are not allowed to bring any written or electronic materials, U disks, mobile phones and other electronic or communication devices into the stadium, and they are not allowed to engage in any fraud. Otherwise, the discipline of the stadium will be implemented according to the seriousness of the case.
(7)During the competition, participants shall obey the referee's judgment. If there is any objection to the referee's score, participants shall not argue or contradict the referee, but the team leader may submit a written application for arbitration to the event referee in writing within two hours after the event. The event referee will organize a team to investigate, verify and give a reply within two hours after receiving the written application for arbitration.
(8)Participants who take part in the skill operation competition shall wait in the designated area if they finish their operations ahead of schedule, and can leave the venue only with the consent of the referee.
(9)If the competition equipment or the testing instrument fails during the competition, it shall be reported to the referee in time, and shall not be handled without permission, otherwise the qualification of this competition will be canceled.
(10)The copyright of the entries in the Skills Contest belongs to the organizing committee, which uses and manages them uniformly.
